Pavel Durov, the CEO and founder of Telegram, was arrested on August 24, 2024, at Le Bourget airport near Paris. The French/Russian billionaire, also the 120th richest man in the world, was detained under a French arrest warrant soon after disembarked from his private jet after a flight from Azerbaijan. According to the report, Durov’s arrest was carried out by officers from the National Anti-Fraud Office (ONAF), which is part of the French Customs Department.
“We immediately asked French authorities to explain the reasons for this detention and demanded that his rights be protected and that consular access be granted. Up to now, the French side is refusing to cooperate on this question,” Russia’s embassy in Paris said in a statement.
While it’s confirmed that Durov will appear before an investigating judge next Saturday evening, Durov is expected to remain in pre-detention until then. Durov is facing charges for multiple offences, including terrorism, drug trafficking, complicity, fraud, money laundering, handling stolen goods, and child exploitation content. The child exploitation part, in particular, seems to be the LE’s primary target against Durov, though many speculate that’s just smoke and mirrors. As one investigator put it “Enough of Telegram’s impunity.”
While the TON blockchain remains operational during Durov’s arrest, and the community expressed support for Durov, the token has taken a dive. While there are many reasons that governments do not like platforms like Telegram, there is a dark side to Telegram that they can attack even more so. These chats offer a level of privacy that can be exploited by those engaging in illegal activities, making it difficult for authorities to monitor and enforce regulations on the platform.
The Response from Telegram
While neither Telegram nor Durov has addressed the elephant in the room, there has been statements from the Telegram group regarding these use cases. While trying to keep true to its core values of privacy and freedom of speech the platform does prohibit illegal activities. The company has been careful in its approach, mainly targeting and removing content that’s openly against its rules. Unlike Darknet Markets that have their own website, the Telegram could close the channel in a matter of seconds once finding out what the channel has been used for.
At the same time, it stands firm on protecting user privacy and the encryption that keeps chats private. This stance puts Telegram at the heart of a bigger conversation about the role of digital platforms in society.
The question is how to offer powerful tools for communication that can do good but also have the potential for misuse. It seems like France isn’t the one who wants to answer this question and are the team who will actively combat free speech instead.
